Perhaps it could be discussed at the Jharkhand meeting, when it is
organized.
Judicial action can enforce something specific like mid-day meals that were
already running before the pandemic and the govt should prioritize that -
it was doing it before, so organizational capacity should exist (and
financial resources should be found). On other matters, we should avoid
judicial tokenism, without any ability to enforce . What is the best way to
have dialogue, put pressure etc on state govts.
