Sorry for a delayed response. I wanted to write back, sharing the
Guidelines

for School Opening, developed by the National Coalition on the Education
Emergency, and giving a background  of what  we have been trying in
Karnataka.

Our information is that in Orissa - schools have reopened for grades 
10^th,   & 12^th  (July ) , 9^th  (Aug) 11^th & 8^th  (Oct). Primary
schools  (1-7) have not yet opened. Is this correct? If yes, then we
would like to push for*urgent opening of LPS.* We should also push
department to provide *additional support to schools in terms  of
learning  materials, teacher assistants* etc since the students will not
be ready for grade level textbooks/teaching and will need support for
foundational learning.

In Karnataka,

 1. We met with Commissioner and SCERT and begin a discussion with them
    on school opening.  We shared a  Research Brief

    to impress on them the *urgency of opening LPS.* We also gave out
    press releases.

    This may have played a small role in persuading department to open
    LPS, which opened  this week. MMS also is being served in HPS/HS now
    and  in LPS from Nov 1.
 2. We shared the School Opening Guidelines

    prepared by the Coalition with the department. This has helped us to
    inform SCERT to prepare school opening guidelines that are sensitive
    to students not going to school for 1.5 years and need for
    socio-emotional learning. Do you think this will be useful to do in
    Orissa as well?
 3. Curricular resources sourced by the National Coalition are available
    through the NCEE  resource repository

    these are intended to provide teacher options other than text book
    in their teaching, as most students are not ready for  the grade
    level textbooks.
 4. We are also working on the policy tracker

    view of the status from different states on school closure. Let us
    know if the Orissa status is as indicated above?    

Can you plan something similar in Orissa -  plan to meet the Department
with the guidelines on school opening + research brief to try and
persuade them on urgently opening LPS and looking at child friendly
curriculum for HS/HPS?
