[Core] NCEE support to the Kalam Satyagraha in Bihar

Dear all

I am forwarding a mail from Sajitha on a potential collaboration with 
the Kalam Satyagraha program underway in Bihar, which is 
self-explanatory. For the reasons mentioned, it would be good for NCEE 
to support this campaign, mainly through posters/social media 
campaign/letters, inputs to their campaign materials etc.

Comments requested over next 48 hours, for discussion and incorporation. 
If there are no objections or objections are discussed/resolved then we 
we will share this mail with Anand, Kalam Satyagraha.

Dear all:

At the second plenary meeting of NCEE, you had the opportunity to hear 
about the "Kalam Satyagraha" campaign in Bihar.  It is organized by a 
number of organizations, which includes also the RTE Forum in Bihar. 
Sajitha made a presentation to their meeting on May 6; we had a follow 
up meeting with several organizations linked to the campaign; and we 
invited them to the Plenary meeting.

They have requested collaboration and support from NCEE and also shared 
a Concept Note for inputs.  (Please see below and attached, which 
includes our comments). The good thing about this campaign is that it is 
planned to be conducted in many locations, right down to the village 
level, and with many stakeholders.

We think this will be a fruitful mutual collaboration and from our part, 
we will try to make it as broad-based as possible, but also as focused 
as possible for concrete demands. We feel this can be a model for other 
states as well, if it works.  We would agree to support developing 
messages, posters, undertaking or synthesizing Bihar specific research 
to support mobilization,  speaking at meetings, publicizing the 
activities nationally and in other states etc.   In case there are any 
suggestions, please let us know in 2 days.

The Concept Note gives a broad orientation, and of course needs further 
sharpening and focus. In our comments, we have focused on the mission, 
vision and objectives. What we have suggested is simplifying it and 
making it clearly understood by common people. Our suggested revision to 
the mission, vision and objectives are given below.

*Mission *: To empower citizens of Bihar, especially the  most 
disadvantaged, to demand the implementation of the right to quality 
education and enable their participation in the formulation and 
monitoring of education programs

*Vision:*A high quality publicly funded school for every child in Bihar

*Objectives:***

·*To make citizens of Bihar, especially the most disadvantaged*, aware 
of the transformative power of modern education to achieve social justice

·*To publicize the long term trend of deepening inequalities in the 
education system*, between the education offered to the poor and 
disadvantaged groups and those that benefitting the most advantaged 
groups, and the consequences for Bihar

·*To hear from the people about the nature of the education emergency in 
Bihar*, caused by prolonged school closures during the COVID pandemic, 
the needs of their children and the role of education in bringing about 
social justice

·*To co-develop a charter of demands to realize the vision of a “A 
highly publicly funded school for every child in Bihar*, together with 
broad section of the people and organizations representing the 
disadvantaged groups, and develop the capacity of people to fight for 
these demands.**

It was a fruitful discussion with you and your teammates.

Thank You for organizing this meeting.

As discussed our specific expectations from your team are as follows:
1. Can we use the name of ‘Coalition on National Emergency on Education 
(India), as our partner.
2. Can we except similar survey in Bihar as CNEE-  conducted for south.
3. Category wise content/ promotional materials support for the 
campaign. Ex- Youth, PRI Representatives, Schools, Colleges, Government 
Officials of Education department, MLA, MP and others.
4. Promotion of Kalam Satyagrah on various national and international 
platforms.
5. Last but not the least, Possible support in arranging fund for this 
campaign.

Together we can try to change the political discourse and agenda in 
India towards education and other positive issues.
