    with the Kalam Satyagraha program underway in Bihar, which is
    self-explanatory. For the reasons mentioned, it would be good for
    NCEE to support this campaign, mainly through posters/social media
    campaign/letters, inputs to their campaign materials etc.  <br>

    Comments requested over next 48 hours, for discussion and
    incorporation. If there are no objections or objections are
    discussed/resolved then we we will share this mail with Anand, Kalam
    Satyagraha.<br>

        <div>At the second plenary meeting of NCEE, you had the
          opportunity to hear about the "Kalam Satyagraha" campaign in
          Bihar.  It is organized by a number of organizations, which
          includes also the RTE Forum in Bihar. Sajitha made a
          presentation to their meeting on May 6; we had a follow up
          meeting with several organizations linked to the campaign; and
          we invited them to the Plenary meeting.  </div>

        <div>They have requested collaboration and support from NCEE and
          also shared a Concept Note for inputs.  (Please see below and
          attached, which includes our comments). The good thing about
          this campaign is that it is planned to be conducted in many
          locations, right down to the village level, and with many
          stakeholders.</div>

          We think this will be a fruitful mutual collaboration and from
          our part, we will try to make it as broad-based as possible,
          but also as focused as possible for concrete demands. We feel
          this can be a model for other states as well, if it works.  We
          would agree to support developing messages, posters,
          undertaking or synthesizing Bihar specific research to support
          mobilization,  speaking at meetings, publicizing the
          activities nationally and in other states etc.   In case there
          are any suggestions, please let us know in 2 days.</div>

        <div>The Concept Note gives a broad orientation, and of course
          needs further sharpening and focus. In our comments, we have
          focused on the mission, vision and objectives. What we have
          suggested is simplifying it and making it clearly understood
          by common people. Our suggested revision to the mission,
