[Core] press release - Karnataka (Open LPS, start MMS)

Dear all,

While EM announced LPS will start from oct 21, now there is a news item
that department will 'discuss with parents' and decide on school
opening. This may cause further delay

Niranjan and I would like to make attached press release from NCEE on
this issue

pl see attached and let us know if you have any
comments/suggestions/views at the earliest (by end of today)
