[Core] guidelines ver 2 and way forward (was Fwd: Demonstration of the portal to the TN Education Department)

Dear all

Sajitha wanted to share the guidelines with Jean Dreze (who wanted to
submit to the TN Economic Advisory Council).

I suggest Sajitha should go ahead and share this with Jean and also we
can plan a coherence between Jean's interactions with the TN Govt and
the discussions that  Jam and Ranjani are part of at the SSK/SCERT
level, so that we can try to have consistent messaging across the Govt.

We will keep revising/enhancing the guidelines document (for instance to
add a section on ECCE)  and also keep adding to the resources at
https://teacher-network.in/OER/index.php/Educational_resource_repository 
over time, as we engage with different state governments.
