    More detailed update on the  meeting at DSERT (SCERT Karnataka) on
    preparing school opening guidelines for LPS (mostly opening post
    Dasara)<br>

      <li>We had an excellent meeting yesterday. As Niranjan mentioned,
        the Director sat throughout the meeting and fully participated
        and so did 6-7 of the department officers including some known
        for their academic inclinations  (Vedamoorthy, Vishwanath,
        Mangala). Unicef, Akshara Foundation, Sishana, Pratham, APU also
        participated.</li>
      <li>Sajitha had condensed the guidelines document which she had
        prepared into a slide deck, which I presented(Both attached).
        Others also echoed the sentiments expressed, which meant that
        the guidelines document" was in principle accepted. </li>
      <li>Anchal (APU) made a presentation on <a moz-do-not-send="true"
href="https://drive.google.com/file/d/1x8WsuAX4pvfBPIw0HsBaeGAOl6u_mfWa/view?usp=sharing">diagnostic
          assessments</a> (an important addition to our education
        support group work). (google drive tinyurl.com/eeindia21 in
        educationsupport/assessment folder).</li>
      <li>Autonomy/space for the teacher, avoiding summative
        assessments, providing teacher resource support, 'ungraded'
        teaching-learning were all mentioned. But even as he listened
        carefully, Director also regularly kept saying 'competencies
        need to be achieved' in some time frame. Generally the 'open
        learning' idea found favour.</li>
      <li>Members suggested available resources (Nali Kali, Kali Nali,
        Oodu Kannada, Ganita Kalika...) which could be shared with
        teachers to refer to as resources to use instead of / along with
        the text books.<br>
      </li>
      <li>The meeting was initially for half a day but extended post
        lunch. Anusha had recorded the discussions (attached), and I
        volunteered that we would draft the guidelines document for the
        group, using these minutes, this offer was accepted (since
        'writing' the document together did not seem a good idea). <br>
      </li>
      <li>We have to provide this draft this weekend and on Monday,
        members are supposed to revert with their comments (track
        changes) and next/final meeting on Tue to close out the
        guidelines doc from DSERT. This document is for grades 1-5 (as
        these schools are being opened post Dasara), but we need to
        emphasize  that most ideas would be relevant to the HPS/HS
        opened schools as well<br>

    Comments/suggestions welcome. <br>

    Copying <b>Maharasahtra</b> and <b>Jharkhand</b> groups to suggest
    that they too could plan to meet the Department
    (Secretary/Commissioner? relevant decision maker) with the NCEE
    School Opening Guidelines document and offer it for discussions and
    issuing. So that  the steps suggested in the guidelines document
    become part of the school opening planning of the department. (We
    will format this document over next few days, and share).  But you
    could consider taking this up with the department right away (if
    appropriate). <br>

            Thanks for the update. Yes, they may not agree for all our
            proposals to rethink the idea of the classroom transaction
            process ‘as usual’. However, yesterday’s meeting with the
            DSERT and group was a grand success, and we were able to
            build a consensus that classes I-V need a different approach
            since they are the worst affected. The director was sitting
            throughout the day which was a very positive engagement and
            collaboration. Let us work together to build an environment
            for larger transformative changes. We need to work more with
            DSERT since they understand our viewpoint better from the
            point of learning and pedagogy during this emergency  </p>

                A quick update from today’s meeting with the CPI.</p>

                  Told him that the document created by the NCEE has
                  been mailed to him. </li>

                  He says the academic aspects are between us and DSERT.</li>

                  Believes that things cannot be kept too open in terms
                  of what happens in school – referred to Niranjan’s
                  suggestion on those lines.

                  He says though majority have not learnt anything, at

                have ideally liked, but at the same time is allowing us
                to collaborate with DSERT to bring some of the key
                aspects into the academic work as well as has sanctioned
                money for worksheets and MDM will also commence this
                month.</p>

                                  Rishikesh will be meeting Karnataka
                                  Commissioner on Monday and will hand
                                  over the Guidelines (with updates as
                                  received from Ranjani) from the NCEE.
                                  The idea is for the guidelines to be 
                                  Vol 1 and for the resource materials
                                  to be Vol 2. Vol 2 will keep getting
                                  added as we keep collating and making
                                  available on the repository<br>

                                  Commissioner has asked DSERT to get
                                  inputs from NCEE (and others?) on 
                                  what instructions DSERT should give to
                                  schools on the curriculum post
                                  opening.

                                  DSERT called Niranjan and has asked us
                                  to meet them on Tuesday.  I request
                                  all Bengaluru based folks to volunteer
                                  to participate (Mythili and Brinda,
                                  request your participation).

                                      <b>Commissioner</b> listened
                                      keenly and he and all directors
                                      were fully agreeable that LPS must
                                      open. So the issue seems to be
                                      fear (who will be responsible if
                                      children fall ill/die) at the
                                      political leadership. Of course,
                                      we clarified that attendance
                                      should be voluntary and parents
                                      who want to send children should
                                      be able to. Also children are not
                                      in sterile environments in most
                                      cases at home/community and
                                      susceptibility to virus is low and
                                      harm from closure is high.

                                      He was keen to get more detailed
                                      academic guidelines and requested
                                      us to share same with him to
                                      discuss with SCERT and Minister.
                                      We said we would share and also
                                      that a wider consultative process
                                      would be needed (I mentioned
                                      "wider consultation is happening
                                      in TN" and "TN has made special
                                      budgetary allocation" at the
                                      slightest opportunity :-)). He
                                      said he would convene such a
                                      process.</li>

                                      He also said instructions to
                                      resume MMS have already  been
                                      given...but there are  some long
                                      wided processes to resume
                                      (procurement of food grains and
                                      said resumption would  be from Oct
                                      15, post the dasara holidays). He
                                      was very clear on this.

                                      <b>SPD</b> said they do not have 
                                      any funding  issues when I
                                      mentioned TN special provision. I
                                      mentioned schools will need untied
                                      grants to take care of local
                                      repairs/infrastructure, health
                                      precautions, additional learning
                                      materials etc. More follow up
                                      needed here as she was quite
                                      placid. Special untied school
                                      grant must be insisted.</li>

                                      All <b>DPIs</b> agreed fully that
                                      LPS must open asap. They seemed to
                                      suggest  that the decision was at
                                      the CM's level (a meeting is
                                      scheduled this month end where
                                      they will decide to open LPS is
