PIL filed by one party would not make the work of all us
'confrontational' I believe. PIL is one option available to push an
executive that seems insensitive to the plight of the poor. we can
only ask for school opening and mid day meals, something the govt
has been doing pre covid. and pulling teachers from non teaching
duties

but of course someone from the Jharkhand groups must find it useful
to do / able to do

In Karnataka a somewhat assertive HC was able to put pressure on
the executive (for instance the govt had actually cancelled trains
which were transporting migrants back to their home states because
'industry' wanted the labour, though nobody had bothered to ensure
food security for them. The HC came down on this move and govt
rescinded its order. The arguments for opening schools is quite
clear, so a PIL could work.

Yes, I think the RTE Forum is planning to meet this
month or early next month.

We should do our best to highlight the extra-ordinary
callousness of the system in denying children their
fundamental right to education.

In Karnataka, last year itself a PIL was put in the
Karnataka High Court which took the matter quite
seriously (both RTE and right to food/nutrition under
MMS). The directives of the Court were listened to by
the Executive. (Niranjan would have details). If the
CJ is sensitive, this can be helpful.

The proposed meeting could discuss a PIL as an
immediate action as well.
worse than I thought, as you can guess from this
short note. Teachers are on election duty and
there is little chance of them being able to spare
