Dear friends,
I come to you bearing good news. In 2023-24, Mobile Creches has enabled happy, healthy, and safe environments for more than 47,000 young children, across childcare services run directly, and in partnership with state governments, and civil society organisations.
The highest efforts were pressed towards learning about the tribal contexts and culture so that we could pivot scalable creche models. Our partnership with state governments of Karnataka and Odisha, and close collaboration with the Azim Premji Foundation in Chhattisgarh and Jharkhand has made significant contributions in extending the MC knowledge and expertise towards quality creches in rural areas.
It is heartening to witness policy in action in Haryana, as the Women and Child Development Department, recently released revised wages for creche workers and helpers, and increased the daily nutrition budget for children, according to the state creche policy provisions.
As we remained true to our on-ground interventions with marginalised children and their working parents, MC also continuously voiced the urgent need for quality early childhood development provisions across national and global stakeholders. Especially when India is prioritising Care Economy as a necessary policy investment for sustainable and inclusive economic growth.
We celebrate our new partnership with Cartier Philanthropy and IMC India Securities Pvt Ltd. and continue to remain grateful to many steadfast donors and well-wishers for supporting our mission to reach early childhood development services to half a million children by 2027.

HARYANA PAVES THE WAY FOR RECOGNISING CHILDCARE WORKERS
In 2023, the Haryana government took a pioneering step by launching the State Creche Policy 2022 (https://wcdhry.gov.in/notification-haryana-state-creche-policy-2022/) , marking itself as the first state to do so. The policy commits to implement universal, comprehensive, quality early childhood development provisions for all children (from conception to 8 years) of the state, with a focus on children from disadvantaged backgrounds, and in difficult or special circumstances. The policy provides comprehensive childcare services – creches for children under 3 years, and daycare facilities for children in the age group of 3-6 years, including children who are attending preschool and Anganwadi centres, through an after-school programme.
To execute this policy effectively, the Haryana Kaushal Rojgar Nigam Limited (HKRNL) sourced skilled and trained personnel to staff the creches. 165 creches across 16 districts of Haryana are currently functioning and the aim is to open 500 creches statewide.
The government has allocated INR 1.2 billion against the policy provisions, between 2023-26, starting with an expenditure of INR 5.6 million in 2023. A landmark example is set by the government by providing Rs.15,000 and Rs.7500 as monthly wages to creche workers and creche helpers, respectively, thus recognising the unparalleled value of trained professional workforce in providing quality ECD services.
Recognising the contribution of Mobile Creches, Government of Haryana honoured the organisation with a citation on International Women's Day 2024, acknowledging our invaluable collaboration in the creche programme.
QUALITY CRECHES IN TRIBAL VILLAGES OF
ODISHA, CHHATTISGARH AND JHARKHAND
Mobile Creches is scaling quality creches for children under three years in the tribal heartlands of Odisha, Chhattisgarh, and Jharkhand. In partnership with the District Social Welfare Office, Keonjhar, Odisha, and the District Mineral Foundation. MC has set up 150 creches in Banspal block. This concerted effort has addressed health, nutrition, early learning, and safety & security needs of 2,400 children, covering 21 panchayats, through 300 trained caregivers. In Chhattisgarh's Nagri block, Dhamtari district, MC has established five creches, reaching 90 children. Meanwhile, in Jharkhand's Muru and Bero blocks, 190 children are benefiting from the 13 operational creches. Plans are underway to establish many more centres in these areas. A collaboration with Azim Premji Foundation has been instrumental in extending essential quality childcare services for the holistic well-being of tribal children.
KOOSINA MANE: SCALING GRAM PANCHAYAT LEVEL CRECHES IN KARNATAKA
In July 2023, the Karnataka government launched "Koosina Mane", a groundbreaking initiative to run 4000 Gram Panchayat level creches, catering to the childcare needs of women working under the provisions of MG National Rural Employment Guarantee Act (MGNREGA). "Koosina Mane," are creches that provide healthcare, nutrition, education, and safety for children while their mothers are at work.
The initiative led by the Rural Development and Panchayati Raj Department, works in close collaboration with the state Integrated Child Development Services (ICDS) systems, panchayat, and block level structures to ensure minimum quality creche parameters are met. Till date the government has established 3200 creches across 30 districts, reaching over 20,000 children.
Mobile Creches, as a technical partner of the RDPR department has trained 267 master trainers. These trainers, in turn, have trained more than 30,000 MGNREGA job card holders as potential creche workers. Over 6000 amongst them are already engaged as caregivers. Initial study visits by MC is showing high community acceptance of "Koosina Mane" underscoring its effectiveness, fostering not only a conducive environment for working mothers but also nurturing holistic development of the children.
This is a first of its kind initiative by a state government to pilot a creche project at this scale – one that recognises the interlinkage between women’s paid work and unpaid care burden, and its long-term impact on children not having the required opportunities to realise their full potential. The project promises to deliver positive results in increasing the workforce participation of some of the poorest women, while improving the growth and development outcomes of young children – for the benefit of the entire state, and indeed India.
CHILDCARE WAS A PRIORITY FROM C20 CHAUPAL TO G20 SIDE EVENT
The National Forum for Creches and Childcare Services (FORCES), represented by Mobile Creches as the current secretariat, took steps during the G20 side event 'Three Bold G-20 Gender Equality Action Areas' in Gujarat, on 1^st August 2023 in prioritising childcare as a part of the wider Care Economy deliberations. The panel, moderated by UN Women's Country Representative, Susan Ferguson, emphasised the crucial role of the Care Economy in India’s vision for Women Led Development. Shri Indevar Pandey, Secretary, Ministry of Women and Child Development, India, announced ambitious plans to establish 17,000 Palna Ghars (Anganwadi cum creches) by 2025-26. This aligns seamlessly with the Ministry's vision for comprehensive care services, marking a significant stride towards fostering inclusive and gender-equitable societies.
The impact extended beyond the event, with the Civil Society 20 (C20) platform proving instrumental to highlight the critical value of childcare services on the ground through Initiatives like C20 Chaupal, C20 Samajshala, and the C20 Ambassador Program. National FORCES and state FORCES included childcare discussions with 3791 community members in 109 Chaupals, highlighting the need for increased investment in childcare affordability, accessibility, and infrastructure. Partner NGOs played a vital role in emphasizing on trainings and fair remuneration for childcare workers, and active parental involvement in community-led monitoring processes.

MOBILE CRECHES CELEBRATED ITS 55TH FOUNDATION DAY

Mobile Creches marked a significant milestone as it celebrated its 55th Foundation Day at Godavari Auditorium, Lodhi Road, New Delhi on 23 March 2024. The event was a testament to the enduring commitment of MC towards providing quality ECD to marginalised young children. The MC team members from across eight states participated in the celebrations. The event witnessed a gathering of more than 280 people.
The audience was treated to captivating performances by team members and children from Mobile Creches' centres, showcasing their talents and enthusiasm. The highlight of the event was the presentation of awards in four categories: Best Centre Awards, Long Association Awards, Rising Strong (तेज) Awards, and Shining Through (उज्ज्वल) Awards, recognizing outstanding contributions and achievements within the organisation.
CELEBRATED POSHAN MAAH IN COLLABORATION WITH GOVERNMENT DEPARTMENTS IN 5 STATES
Mobile Creches celebrated Poshan Maah, in September 2023, in collaboration with Department of Women and Child Development in Delhi, and the Panchayati Raj Institutions, ICDS, Department of Water Resources in parts of Odisha, Chhattisgarh, Jharkhand and Madhya Pradesh. 4287 individuals participated in the events across these states.
