Hi Guru, overall the letter is great !   Just a couple of comments for you
to consider  (though not essential)

- as with LPS students, a multi-year recovery plan should be envisaged, and
in the initial phase, the emphasis should be on language, mathematics,
socio-emotional development
- emphasize that young adolescents are especailly vulnerable due to
pressures for child labour, early marriage etc, and this is why the focus
should be on creating a caring, inviting environment and developing core
competences, including confidence to learn

I agree with doing away with exams, but if exams are going to be conducted,
they should be based on what children had the opportunity to learn , not
the theoretical syllabus. This is what some countries are doing. We need
not add this now, but it can be raised int he discussion
